So fines, which most people consider to be penalties for lawbreaking, are in fact a tolls paid for a privilege. That works great for parking spaces, a way to allocate a scarce resource. What worries me is that I see the same principle applied to traffic signals, purported safety devices that more and more jurisdictions seem to view primarily as revenue producers.
